EPPO is seeking a dedicated Full-Time Administrative Officer to oversee accounting, financial support, and human resources functions. The successful candidate will serve as the organization's sole accountant, managing main and project accounts, and supporting personnel administration for a team of 23 staff members.

Introduction to EPPO

The European and Mediterranean Plant Protection Organization (EPPO) is an intergovernmental organization focusing on international cooperation in plant health for the European and Mediterranean regions. Established in 1951, EPPO now has 52 member states and is based in Paris, France. The organization fosters cooperation through various networks, including Euphresco and the EU Minor Uses Coordination Facility (MUCF).

Key Responsibilities

Accounting & Financial Management

  • Prepare financial reports, including statutory and management reports and collaborate with external auditors
  • Manage general, projects, and investment accounting
  • Reconcile accounts, liaise with banks, and participate in month-end/year-end closures
  • Monitor expenses, receipts, and ensure timely payments of salaries, social contributions, and pension funds
  • Assist in budget preparation and financial planning
  • Support updates to financial policies, systems, and procedures
  • Perform other tasks as assigned by the Director General or authorized staff

Human Resources

  • Administer staff contracts, UN pension declarations, and social security contributions
  • Support staff onboarding and departure procedures
  • Maintain staff dossiers and coordinate administrative HR processes
  • Liaise with external bodies such as UNESCO, social security agencies, and the French Ministry of Foreign Affairs
  • Perform other tasks as assigned by the Director General or authorized staff

Qualifications & Experience

  • Citizenship: Open to EPPO member countries
  • Education: Advanced university degree in accounting, finance, business administration, or a related field; professional qualification from a recognized institution is desirable
  • Experience: Minimum 5 years in finance, accounting, and administration
  • Knowledge: Strong knowledge of international regulations, financial and personnel rules, and French social security systems is advantageous.
  • Technical skills: Accounting software and MS Office (Excel required)
  • Languages: Excellent communication skills in both English and French; TOEIC/TOEFL/IELTS certification required
